mp3 question

This is for my curiosity:

Sometimes when I download music files they end up in m4 format, whatever that is. Now this is fine if I want to play from my computer, but when transferring to a data CD or mp3 player, these files do not play. What are these files? And why do they not play on anything but CPU?

Maybe a silly question and maybe my own technical difficulties, either way would like to know.
