Of course it's a wall... And the effects really are not that hard. You just do some smudging and do some glowing edges effects set on color dodge or lighten.

I've been playing around with glowing edges, color dodge on a smudged image but I can't seem to get it looking anywhere near as good as what you've done. What parts did you smudge, just her outline? Your's looks a lot more liquid like or wet
