I know windows media player you can set it to rip at any bitrate you please, all the way up to 320. But I am sure there are better rippers out there to rip it in lossless mp3.

Switch Converter 1.5. Primarily a Mac application, but they also have a Windows Version now, for 2000/XP/2003/Vista/2008 and Windows 7. There is a free version, (that is all I use and it's great,) or a Plus version, which you can trial for free, then buy for about thirty yank dollars.
The Windows version, (Free and Plus), is halfway down the page.

I know of no site that provides links to Albums or Songs that are at 320 bit rate only.
As you can appreciate, most are uploaded at lesser bit rates due to size.
@ Cacteur - I do recommend Switch, its great to use, real easy to convert those albums. :)

I use dbpoweramp for most of my conversions, whether it be from format to format or changing bitrates.

I was reading this over and know I am a few months behind the times, but I think having a blog is a grand idea. At "thepiratesociety.org" they have a blog and I have begun summitting articles to it. If any of you go to check their site you won'y be able to get in w/o going through an interview process. My interview was over an hour, but I got in.

All my uploads that I have ripped from CD's are 320kbps CBR.
iTunes files I upload I usually just crack the DRM and upload 256kbps CBR AAC files exactly as they are downloaded. If I can't crack the code, I make .aiff copies, and convert those to 320kbps CBR. :D
